Would you believe?

Someone sent me a digital VOODOO curse. Am I threatened? No. Am I upset? No. Am I sitting here wondering "Who in the |-|311 would do that to me? and Why?" Well, sure. But I won't lose any sleep (ha-ha,) because as far as I know, it won't have any real effect on me.

A Call for Help
I have a LOT of mp3s in my music collection. Some of them I purchased through iTunes or Amazon Music, many of them I RIPd from my own CDs, a few of them I ripped from the CDs of friends or family, some are not "really" my songs... (and yes, several years ago, I was BANNED from NAPSTER.)Many of the songs obtained elsewhere are mislabeled. I have this one file in particular, but I cannot remember where it came from or what the original file name was. I have since renamed it to something I could remember (so that I could find it easily for an occasion like this.) I have been trying (off and on) over the past eight years (using the created by date on the file itself) to identify this mp3.
It is a TECHNO/ELECTRONICA type song (and the only one of that kind in my entire collection, since I do not listen to Techno). There are a few spoken words in the song (the ones at the beginning have already been identified as a quote from Robert Oppenheimer) and if you listen very, very closely, listen BEHIND the TRANCE music beat and synthesizers, you can hear more "prose", only I cannot pick out any words with enough certainty for identifying the song. Here is what is easily heard and identified:
"Let's take a twenty megaton surface burst." and "I am become death, the destroyer of worlds"(Robert Oppenheimer hint-atomic bomb - these are very searchable quotes and part of world history, so I won't go into linking it here since we all know how to use search engines). edited 9 Aug - I should also add that any distinguishable vocals seem to be sound clips from actual news audio, including this " Two American advisers were always standing on either side of me." (see this transcript)
What is this song?
